National service a subject that has come up a number of times over the years pushed by governments and countries alike and yes since the last world wars there will never be any compulsory war lotteries for the general public ever again for 18 year olds.
Some governments have only one infrastructure in-mind and that’s the infrastructure of corporate framework for the future at any cost. The interest in molding the youth of tomorrow mentally and physically is not the top priority for some.
Generations Y and younger are considered to have separated from the older generations, as a generation are very mindset with broader views on life in general.
As a generation; look at life in somewhat a more modern prospective in ways of how we dress, how we conduct our self’s in the public eye, with modern ideals on how our future will be set out in relation to laws & human rights.
We look at our self’s as the more adventurist generations; fast learning, equipped with modern technology with a keen focus on what they want their future to be sculptured like.
Clearly we can see a lacking in mental growth structure consisting of leadership skills and focus in the ways of career direction making.
The fact that the younger generations coming through the system now are more and more housebound, less adventurist in the ways of exploring the great outdoors due to game consoles, online chat and mobile text messaging.
Generation Y and below need an introduced setting at a point in their lives to counteract such things and in-turn strengthen their focus on what’s important for their future.
Introducing the Public National Service Bill in the new year after the completion of Year 12 or age of 18 for one year of service within any of our countries military forces public national service division would help structure the minds and aims of our younger generations, in an aim to not only speed up career choice decision making but also sculpture mindset discipline required for maturity and leadership decisions, as well as helping younger generations to aim for realistic short and long term goals.
This program would be designed with the molding skills included via police introduction training as well as standard defence introduction training combined with the compulsory base below in breakdown to establish a structured infrastructure and framework design in-mind for the period no longer than 12 months.
These areas included into the design by the police service and defence force would include but not limited to modules indicated below:

Public National Service Bill Compulsory Break-Down
Intro;
Public National Service Bill age of 18 for one year of service within any of our countries military forces public divisions would help structure the minds and aims of our younger generations, in an aim to not only speed up career choice decision making, but also sculpture mindset discipline required for maturity and leadership decisions, as well as helping younger generations aim for realistic short and long term goals.
Assessment;
An assessment will be required for all Public National Service Bill entries to determine their health and mental abilities’ also a doctor’s examination is required.
This assessment must be a comprised selection of questioning to determine a person’s mentality strength not their mathematics skills, this is to determine how they would approach scenarios, high pressured situations, general questioning as well as to determine if they are fit to be included.
Funding;
On implementation of the new introduction of the public national service bill the budget for Universities, Tafe Colleges, Education Facilities & Centrelink will require an adjustment of funding to cover costs for this new structure according to the short fall of numbers normally in-entry to those establishments for the first year.
Universities, Tafe Colleges and Education Facilities on this first year will only require the funding to support overseas students and physically disabled or unfit students.
This may also be added to budget under further education funding. Optional funding ideas to be incorporated into this plan could come from support of corporate industries Non-Government enterprise.
Time Length;
Time length for Public National Service Bill is no longer then one year (12months) with option to continue full or part-time in the military service, a public servant or scholarship into an education facility of choice with credits.
The reason for only 12 months is proven indicated via recruitment departments to work for the age group and older. Further examples of this time being appropriate are supplied within the document in reference to other 12 month introduction service structures.
Compulsory Training;
All Public National Service Bill men/women are required no matter of choice to participate in
1. Marches (hand to eye coordination)
2. Drills (direction)
3. Exercise Training (fitness)
4. Survival Training (finding their way)
5. Weapons Training (protection & fun)
6. Flag Capturing (working under pressure and together)
7. Food Preparation (independent cooking)
8. Personal Hygiene (ironing, proper cleansing)
9. Team War Games (team work)
This may also include pre-designed programs already created via police and defence academies and SES.
Tax Fee Loan Benefit;
Proposal would provide some sort of payment for young people's service. All Public National Service Bill men/women will be entitled to
1. Tax free loans of $4000 to help them get a kick start in life for the work force or education.
2. Cash bonus of $2000 to help them get a kick start in life for the work force.
3. Choice of 2 years tafe, university tuition or to pay for job-training education programs on completion.
4. Participants who do not choose college might be able apply for tax free funds to help start a small business.
This I have included to give all Australians an equal chance in independence no matter of class, gender or culture.
Entry Delay Exemption;
All Public National Service Bill men/women are given a one year exemption from universities, tafe colleges, education facilities entry or work etc that is not taken of the standard one year pass universities, tafe colleges already offer.
This means that if they are already working there will be a job for them with their employers on completion still and/or not affect their further studies.
Not Required;
Overseas Visas; Exchange Students and Disabled physically/health or socially undesirable are exempt from Public National Service Bill Australia only. Note: People on any sports or education scholarships still have to do service as well as university entrants.
Who is Required;
It is compulsory for anyone 18 years of age or the New Year after completion of year 12, even if they have left school earlier (Centrelink register) or already gained employment (tax declaration register) that is an Australian Citizen or Permanent Status, not a student visa or work visa from overseas or physically unfit by a doctor’.
People that are incarcerated will still be required to complete this service as an alternative design for in-house will be designed to cater.
Delayed Service;
People that maybe overseas at the time of enrolment still must complete this service apone re-entry to Australia no matter of age.
Customs/Immigration department to have alert inputted on passports of those overseas at time of enrolment.
Service Listing;
All 17 year olds due for Public National Service can be obtained from Tax Office, Centrelink, Bank facilities and Education facilities.
This is to confirm entries that may have departed from school earlier than 17 or end of year 12.
Service Credits;
In the case where Public National Service Bill men/women decides to take up a position within the Police, Public Servant or Defence they will be receive credits for the passes they gained in their service bill training, which will automatically pass those people for those modules of training.
Call to War;
In the event that there is a war, Public National Service Bill men/women listed for compulsory service WILL NOT be asked to serve EVER!.
Only Full-Time, Part-Time & Reserves Army, Navy & Air Force at the age 19 years and over are required to serve their country for overseas & home security, that must report as they have chosen Free of Will to protect and serve paid by taxpayers.
With this public system setup the benefit of some wishing to stay on at the age of 19 (with training credits) will booster rostered numbers with in the police, defence or public servants to compensate loss of service numbers that would have joined at 18 with a guaranteed increase of interest and employment to protect and serve.
Country of Example Brazil
Males in Brazil are required to serve 12 months of military service upon their 18th birthday. While all males are required to serve, numerous exceptions mean military service is limited mostly to volunteers, with an average of between 5 and 10% of those reporting for duty actually being inducted. Most often, the service is performed in military bases as close as possible to the person's home.
The government does not usually require those planning to attend college or holding a permanent job to serve. There are also several other exceptions, including health reasons, for which one may not have to serve.
Recruits accepted at a university may also choose to train under a program similar to the American ROTC, and satisfy their military requirement this way.

I love what you write. I am not generation X.Y, or Zzz but shudder, a 'baby boomer'.
When I was between 16 and 22 I was between Holland and Australia. For both countries I was up for military service as I was a dual national. However I was not needed by either country ('We' had lost the Vietnam war).
BUT I do believe that most kids (male AND female) would be helped immensely by a stint in the Armed Forces. Not only to get away from home and the computer screen and games, but also to meet all different kind of humans.
If I were 18 again I would love to be in the Australian Army for a bit. Don't know about Europe, a bit too cold.

The kind of National Service should be as follows:
1. ALL persons betw. ages 19 & 21;
2. no driving licence/no voting rights until NS is completed (driving skills to be taught & practised within the NS territories);
3. persons with no practical qualifications to be guided into suitable trades/professions, with Certificates issued on completion of the NS;
4. university students are exempt until completion of their studies. On completion placed in the fields of their studies;
5. NS to consist of several segments, for instance 6 months in the army/navy/air force, 6 months emergency services, 6 months re-forestation, 6 months coastal patrol, etc.
6. NS should be self-sufficient as much as possible (building own accommodation, own food, own doctors, engineers, architects, etc.);

I notice on verious topics in responce you seem to have a one track mind.
Yes it sucks that defence personal have to go to war but thats what they are trained for and its not that for some reason we dont give them the choice to go or stay.

I haven't had anyone of late go off to war.
My father served in the world war 11 and his brother died in Changie. Two broth-in-laws went to Vietnam and have not been the same since, nor did they our australian soldiers who never had a hope in hell get any recognition and still none today as in dirty history once more.
If our youth choose to give thier time to good causes then so be it. All i was saying was that it should be by choice and not force. We are already forced to do enough in the lucky country.

I do apologise for the comment about one trek as I have a good memory for responses that’s all.
In regards to war you should be proud to belong to a family of heroes and the sacrifices that are made for a better world.
People need to serve and now and then people need to go to war in many forms it’s not just about running around in a field pocking each other with guns. its about reminding those people in those countries that there are people out there that feel for them and are willing to go to great lengths to help them as much as possible.
It’s about achieving a humane outcome via diplomacy and redesigning infrastructure to make life and economics strong for those countries for better living.
War is pain, the pain must be induced sometimes by sacrifice for the greater outcome and good of a nation, the pain of growth that all countries have to go through just like cities that progress with growing populations that must adapt and achieve a more vibrant easy living via meeting the demands of expectations and needs.

Who on earth are you talking about or talking to there Brett?
I didn't raise mine to go to war.
But I'm surprised the foster kids aren't made to go striaght into mandatory service when they turn 18. Seems a good follow-on to the way they get treated for the 18 years before that.
I think those men that have fought wars, I think they did it so future generations didn't have to.
But me and you have been here before Brett and I believe what you are advocating isn't conscription but something or anything for our youth to feel they belong and can be given some more choices and skills?
A majority of our young people are actually doing okay, got jobs, going to univercity and life is trucking along. Why stop them and force them into any other kind of life?

You have a good ppoint in relation to foster children, I was one after all its not as if the system doesnt construct independece training for kids in care without leadership skills.
This proposal is just that a way for yoounger generations to have more options to them with more accessable ways of becomming public servants if choose to with credits.
But it's a little more than that this proposal is also a way of designed chance in the ways of equal oppertunities in life with a kick start in finance setup to get there.
It's a way to also produce stronger mindset for the busniess world for further achivement and motivation not to mention small bussiness interest in knowing that they can achive goals short and long term.

I did think that was where you were comming from, the more options, skills, motivation and all the benefits our young people can make use of with the kind of training and services that is made available.
But no we can't ignore the kids who don't require the disruption in their own goals. Most of our young people are doing quite well and are educated. They are working towards degrees and employment opportunities already.
For the ones that have become a bit lost and directionless I think promoting "joining up" is a wonderful option and way forward that should be encouraged.
So I guess I am against it being mandatory but certainly for it being bought forward in young peoples minds as an option for them.
Brett I'd personally love to hear about your experiences in foster care, were you okay - did it work for you? Are there some things you would like to see done differently for this generation of children in care?
