Yes I agree. The worst section of DoCS which needs to be closed down before anytning else is done, is the DoCS complaints department. That useless phone number, and the DoCS complaints tribunal. These legitimate claims, such as my own frantic calls regarding the terrifying situation my son was subjected to, go ignored.
The complaints department doesn't have any power over the little hitlers who manage each city's branch. There is too much arrogance, they will not be told, by anyone.

Those caseworkers, the ones that care; Most still care more about their income or where would they be now? Do they really think if they stay they can win the odd battle and save the odd child? Incredibly heroic of them.

What has caused the problem is the massive amounts of money in the system.

If we follow the money we will find the roots of abuse.

Who gets these things:

Super contribtutions
overtime
bonuses
big salaries
company cars
flash offices
meals paid
milage allowances
24 hour oncall monies

Not your average DoCS employee I suspect.

No it doesn't excuse DoCS for their participation and their funding of all these NGO and Not-for-profits.

But who gets the money wants to hang on to it, money vs an allegation of a foster parent abusing a child.

I suspect money wins hands down.

Now track it back, how do they keep getting this money? Yes they need a steady stream of clients. Where do they find children fitting the criteria?

Oh lets make the same companies an active participant in programs like Families First.

Now how to seal the deal? Nah lets really seal it, lets get it passed as a Bill...

Get someone like Justice Woods, pay him a whole lot and ask him to make it happen.

Abracadabra! The Woods Recommendations are born soon to be passed by both houses and hailed as the saviour of state wards across NSW.

What did he recommend? Why that even more children are given to NGO's and NfP's of course.

DoCS become a means of passing money to them, just so the government still looks interested in the countries children.
